Some applications are signed from a trusted 3rd party with a certificate. In the signed applications u can change the permission to ALWAYS ALLOWED. But in unsigned applications, u can not set it to ALWAYS ALLOWED. The preinstalled applications are trusted from nokia, thats why u can set them as ALWAYS ALLOWED. OK. * +
