sure the text is from the article, the journalist chose those words to best represent the situation, possibly because at this stage its a guy shooting people in a shopping centre, he could be anyone but ive seen that people do easily suspect anybody that attacks anybody as being terrorist.. Perhaps the journalist made an ethical label.. * +
