Well thats not what it says. Also this sura is about the 631 expedition to Tabuk and the enemies who broke the treaty and were looking to ambush and kill them. So what the actual sura says is When the (four) forbidden months are over, wherever* you encounter the idolaters**, kill them, seize them, besiege them, wait for them at every lookout post; but if they repent, maintain the prayer, and pay the proscribed alms, let them go on their way for God is most forgiving and merciful. * Is inside or outside the sanctuary of Mecca where they would be attacked. ** Refers only to those who broke the peace treaty. * +
