Its one form of governance. there are many ways of governing. i lean towards just democratic, without the secular part. because when you state a state is secular you are taking a religious position-that god or the gods will not be consulted in important matters in life. ( thats a definite anti-religious stance). * +

for example. when you have a majority in a school, that are, say christian-and they say we want to pray, a secular state will say, it doesn't matter if 90 percent want to pray-we are a secular state and we don't want such things in school. you are overriding the will of the people, based on a particular ideal-which is atheistic or agnostic or pluralistic in nature. * +
