well intrestingly this group found support during the blair government, id like to see what cameron does about it.. Im not sure about zoning, there was mention of the land being bought around the same time london was granted to host the games, ie, before the stadium was built.. * +

As u said on the first page 'industrial land'. Its possibly still zoned industrial. Having a mosque in a 'factory' will conflict with the national building regulations as fire and ablution facilities would not be to standard. On a structural note a factory is capable of holding large amounts of people as the building is designd to support heavy machinery. An industrial site is required to pay industrial rates.
