Latif's assessment was nine pages long and was drafted on January 17, 2008. It was signed by camp commandant Mark H. Buzby, and recommended 'tranfer out of DoD control.' * +

Historian Andy Worthington, the author of The Guantanamo Files, noted that the 2008 assessment was repeating earlier recommendations Latif be released. Worthington reported that in addition to being cleared for release by Joint Task Force Guantanamo, and by the US District Court Judge Henry Kennedy, he had been cleared for release by the Guantnamo Review Task Force President Barack Obama set up when he first came to office. JTF-GTMO first cleared Latif for release in 2006. * +
