At face value yes, it gives credence to claims that opposing the authorities is opposing God. Monarchs have been using this for centuries, and some politicians in dominantly christian places use it to bolster their legitimacy. * +

yes, it does have practical problems in its simple direct meaning. Like... The processes God uses to ''choose'' the leaders, some very blood or marred with electoral malpractices. * +
