I think if people question why God permits tragedies its probably because of the image of God we have been raised on from childhood. God as the 'loving father of creation'. From human relationships we know what a loving father is like and how he protects his children from harm. We probably expect the same features of a loving human father from God. Perhaps different rules apply in this case? * +

God saved the israelites! Saved Noah....saved Daniel ect. God does intervene just because its not to our satisfaction doesnt mean HE is hands off. * +
