They spent decades trying to weaponize everything. And attempts to create antibiotic resistant strains was, of course, a priority.

Great book by Ken Alibek about it all called Biohazard, I have a copy right here. He was in the room when they were developing ways to deliver polonium to unsuspecting Soviet defectors etc.

If anything this should act as a wake-up call as to exactly what they are capable of.. why exactly do you think they have an "Anti-plague research centre" all the way out in Siberia, for starters?
