Ive just read on the outreach site that the severe weather emergency protocol (whereby shelters etc have to let the homeless in) is only advised after 3 nights below freezing.even then it is only a guideline and only 100 councils are doing it * +

If I were homeless and in fear for my life I would break into an empty building. If all other options had failed I would get myself arrested repeatedly.
Homelessness is up 136 per cent under this govt. * +
