If I lived in one of those areas where they built a detention centre I would feel safe as they are indeed in a detention centre. Anyone who escaped would try to get out of the area.
I'd prefer to live in a detention centre area tbh. * +

The dention centre idea would never work anyway.
It would cost far more to build and detain these places and people
Also good luck finding them all if they are illegal.
