Yes but it will be a bit more painful, same as if u get a tattoo removed and get another one on the scar where it was removed which is what a friend of mine does as he changes his mind about tats. * +

U can but most tattooists wont do it as it well hurts and its not guaranteed that the ink will stay in...Iv got tatts over loads of scars...had to wait 2 yrs tho * +
