I tend to assume they wear it for their job, or such professional circles. I don't see it as casual attire. But I really don't put much thought in.

There's a lot of them around these parts. Outside a pub or office block. He'll be wearing winklepickers, have neat hair, shirt and trousers but no tie, and a waistcoat.

And he's smoking. But not taking the time to enjoy it. * +
