how young is too young?

a 7 year one child was r*ped when she left the play area of a family orientated pub restaurants... she was followed by a 20 year old man and forced into the male bathrooms and r*ped...

many are saying the parents should never have led her go to the bathroom alone....now already she was in the play area and not by them but that aside. ....

what age is it appropriate for a child to visit a public restroom on their own would you say?
