my step mother is trying to make a call to west Africa, from South Africa using her iPhone on Telkom Mobile.

after trying and failing a few times, eventually we talked to customer care and they said that international roaming needs to be set up in order to make international calls. I'm confused cause isn't international roaming for using the sim card outside the country of origin? * +

if the other party uses whatsapp that would most likely be far cheaper. networks can commonly block international calls so that customers don't get into trouble financially / so that they can rinse the living po0poo out of them for it. maybe the terminology could use some work. * +
