Commercial enterprises like the retail industries wherein an impulsive shopper can find triggers? or bars where a person suffering from alcohol dependancy can trigger his addiction?
Are you speaking of regulating such enterprises? if you aren't, the state has already taken notice on the effects of gambling for aeons. That's what public education is for.

Freedom comes at a price? You have the right to gamble,drink etc..you earned that freedom. What?..You want someone else's freedom taken away because you can't handle your responsibilities 're your own freedom?
A rational,balanced person,a non addict sees the above as common sense..eg it's my,their choice to gamble or drink to excess. An addict is crying out for help and govt should be there to give help. After all they expect us to fight to preserve the values and freedoms we have.

The state is presupposed to act as a rational balanced person, inspite of holding strong moral convictions. It must uphold the liberty of all citizens including those who run private businesses and those suffering from addiction. Isn't that why there are already hundreds of social communities and groups designed for the purpose of fitting addicts back into society? * +

if our desire is the driving force, then appealing to emotions is the most powerful way to persuade consumers to act. It's up to us to take responsibility for our own emotions, not the states. * +

The focus is largely on the consequences, but what about the symptoms behind it? What about the roots behind it stemming from a society filled with alienation and identity crisis? * +

if the numbers for impulsive shoppers matched the numbers gambling addicts and that compulsion was of an equal depth of struggle, they'd be of equal concern I should hope. *
