Most drug users are still a minority, and many are left in the sewers to fend for themselves, save for some exception when they can get their daily shot of methadone.
Heres an argument from a different perspective, how much violence and crime has been perpetuated by alcohol consumption and its legality? Another question is how much violence and crime would be perpetuated by drug legalization?
Cartels are fundamentally criminal, this is a state legitimizing trade for some of the most dangerous substances on this planet in terms of their potency and tendency for abuse. * +

Alcohol is far more dangerous and yet perfectly legal. It's all about what society is 'used' to. Alcohol has always been around and therefore no one gives it a second thought even though it's far more dangerous and destructive. I can't see more violence coming through legalization than there already is, in fact I can see a reduction in violence happening. * +

To be honest, alcohol is nothing compared to heroin. However, tobacco is a legal version of heroin, so there's your yin/yang. You watch the lengths people will go to, you make tobacco illegal. So legalizing most narcotics would be quite in line with normality - only, without the crime, stigma, grubbyness... * +
