China is slowly releasing a new social regulation credit system, they are planning on it being mandatory by 2020, the programme gives you a public score on how compliant with the government you are..the current platform totals your score on personal information, ability to pay, credit history, social media and behaviours.. If your score is low you could be restricted on travel and even your network of friends could be penalised

They already hand out money to people who sell/rat out their neighbors, friends, relatives, non-confomists etc. IIRC TOR was invented to get through the great firewall of china.
