It's natural, but runoff from farms etc into the ocean create the ideal environment for certain organisms to thrive. Then, once you have started this cycle, it's like a feedback effect.. exponential. * +

I suspect it's an industrial accident. Somebody must of realised and shut the leak off before anyone noticed. The mist moved away leaving no trace of it's source * +
