This. You would get a fraction of a seconds warning as the sonic shockwave by an object passing through the sound barrier travels in front of said object. * +

Yes.

Because, the speed of the sound of the horn is being projected from a point already travelling at the speed of sound, and therefore, it is approaching twice the speed of sound.

Something cannot give off a sound wave, and overtake that sound wave, with no other variation. Unless something else is brought into the equation which would additionally slow sound, but not the car. But then you're bending the basic principal using possible circumstance. *
