Believe you can do it. Believe you can approach that person you fancy at a party and go do it with conviction. Walk up to them and stand about 4 feet in front of them and say something nice about them. A compliment is always a good way to start. Compliment a person on the way they dress or the way they did their hair. Then try to create a topic based on what you see either around you or something about the person you notice... * +

Look into the persons eyes when your communicating with them. Take two steps in as you talk to the other person. Maybe touch her arm. Watch the other persons actions and see how they react to this... When you talk use your hands to help convey what you are saying. * +
