first off does the sim have a working connection ?
does the access point for that sim show up on your tablet ?
is that access point selected on the tablet ?

sometimes non phone devices can be detected by your network and confused as being a tethered device (which not all tarrifs allow) so if you answer yes to the above questions then ringing your network is probably your next best step... * +
