turn off your fone pull out battery 4 1 min again insert it then charge the fone while its off for few mins then turn it on again * +

It seems your battery wasnt charged properly, make sure you got about 4.15-4.20 volt at tester scaled on DC 20v. If your charger and battery are work fine that mean your problem is on Power IC that ussualy called UEM (Universal Energy Management). Try to re-heat it * +
