If you've got a 3G sim and you're in an area with a 3G signal, no setup should be required, although some devices offer a choice in 'network settings' between 'dual mode' (3G when available) and 'GSM' (permanent 2G). It could be that the device was supplied with a 2G sim. * +

seems daft to supply a 3g phone with a 2g sim.still,this phones pretty good. *
