The only people that can do that are the 3 network themselves. If you ring Nec they will just tell you to ring 3. * +

You can flash it via a data cable, but not an ordinary data cable you need a special one which you can buy from China via eBay, the cable is 7.99 I believe and you can get the required software via torrents, I unlocked my e228 escaping from 3 that way (before I dropped the thing and it broke). * +
