It doesn't ask always. It depends on how frequently you're trying to download and no you can't get rid off it. Apple has put it there for security reasons. * +

Get yourself a 5S as it only asks for your fingerprint unless you've rebooted your device. * +

It's normal it asked for the password, some apps from iCloud will not but that's different, used to be an option way back around ios5 or even before tbh that let you turn on/off wether it asked or not, that option was removed for security reasons as said before * +
