Closing down apps doesn't help in iOS most of the times unless the app is actively using services like GPS. iOS doesn't have true multitasking. So mostly the apps in the multitasking tray ain't actually active. Only their state is saved in the memory presented back to u when u go back to the app. * +

My 4s was doing the same as urs! If u let the battery drain completely then switch on it seems to be back to normal! *
