If your not in the UK but the handset is made for there then it shouldn't really matter if it's blocked or not depending on which country your in. * +

O2 charge around the same as Orange which is 20, its worth getting it unlock rather than just a jailbreak. O2 normally take around 5-10 days before they get back to you with an email giving you instructions of how to unlock your phone via itunes *
