That would depend on what the file extensions are,either .ipa ot .deb but without a doubt you will need a jailbroken phone with either Cydia or Rock installed. * +

In order to use themes you need to download and install Winterboard from Cydia. You activate themes from Winterboard * +

Once Winterboard is downloaded then download another app(the name of which escapes me at the moment but I shall get back to you on that)fron Cydia that will enable you to change all in Winterboard directly from your settings menu... * +
