Back when I had a lame net connection, the 360 dashboard was horrendously unresponsive and slow when connected to live. If your not playing online, best thing you can dois disconnect from xbl. * +

I had a problem late last year where anything I had installed to hdd ran slow, stuttered, and gave disc read errors, but only while connected to live. Was really odd, the xbox support staff had a lot of trouble figuring it out. Turned out to be a knackered hdd. Replaced it, everything ran fine. *
