It doesn't flash anything yoji, thats how active shutter 3D works...the screen has 2 sets of pixels at an offset, so at the 'sweet spot' on image is seen by one eye, the other image by the other, producing a 3D image. So yes, it's 3D. Stop trying to sound like you know something that you don't. * +

Active shutter can give mild flickering, but generally as long as you have a stable light in the room its ok. It doesn't help with all these energy efficient bulbs which are fluorescent but most of the bugs have been worked out of them now *
