yes .. if it doesnt you might have used all the dialogue options up already ... if thats the case , take it to someone else to start the quest .. There is several people that trigger the quest .. off the top of my head you could take it to the Dr. In Jacobs Town to start the quest instead * +

no this aint the enclave quest. You need arcade gannon to it. The quest with eyebot can also be started by talking to the dr. at camp mccarran * +
