The loot you get from the golden key is tied to your player level. I opened my chest by accident when I was about level 8-9 and received two elemental shotguns that use shotty bullets but fire like launchers. Both had over 200 damage. I kept the shock one and I'm on level 15 and the weapons are still amazing for me to use. So I'd say, use it any time after level 10. Preferably when you start getting access to slag and e-tech * +
