Money/Security, if you could set them by defaut people would make applications that send SMS to Premiun Rate number's and stuff to make money, and since you need to BUY a thwate or Verzion Cert to sign applications people make money from it..... * +

wel a trusted app has bin checked by an app signer, and is given a sgntre that is recognized by special certificates in yr f0ne, ths means u cn set permisions that r usualy restrctd n u cn do a whle otha bunch of stuf. *
