They'r a part of camera software and are used for decorating mms pictures. Honestly i didnt use frames in my photos for god knows how long,but i purpose they are available on se fan sites if not on official site. * +

There frames that appear around a picture when your taking photo's, you could try some forums like laysk.net or topsony.com, you need to add them using XS++ though, if your handy with photoshop you could make your own, or you could download some FS firmware files from othe phones and use a firmware image extractor to decompress the firmware file and get them that way. * +
