I used plastic primer for my arch trims (like those on early Golf GTI, BMW Mini and Early XR2) and it just flaked off. Then i used bumper paint (satin black) and that's held. So in my experience, you're best using bumper paint as an undercoat. * +

Try roughening up the plastic surface with fine sandpaper P600 should do the trick... The thing is its flaking cause the surface is too smooth and doesnt allow for good grip... * +

Yep,give the surface a scrub before paint,should do the trick * +

Good point Yugo, but in my case it was pattern textured,so had compressed surface area already. Yet i keyed it gently with a 3M scourer pad,as i wanted to keep that texture in the finish. Keying the bumper properly is fine if you want a smooth finish,as the pw probably does - a few coats primer to fill the scoring should bond to heavily-keyed plastic or a bumper-paint foundation. * +

use plastic primer then normal primer then ur top coat if its a metallic you will need lacquer to go on top,, just dont use plastic primer by itself then ur top coat, it will crack, but its the preperation yhat gives it the finish, not the paint, so take your time and dont rush, * +
