if it came with the phone you can disable it, but you'd need root to delete it.
go to settings/apps/and swipe along to the all tab, then find picasa in the list and click on it, hopefully it has the option to disable the app right at the top of the screen. * +

Or clear data of the app and never login to apps that you won't be using. Check in the Settings-Accounts * +
