are you trying public or private torrents ?
does your network allow p2p traffic ?
are you trying to use a proxy or VPN that doesn't allow p2p traffic ?

Assuming its an android phone use FLUD to download torrents its about the only thing I have found to actually work with torrents anyelse was just cr*p and the developers full of BS and lies about their product.... Seems as if that's the android way over promise what an app can do and under deliver on what it actually can do..... * +

I've downloaded torrents on this phone here in the UK and in the states. I don't have a PC, I don't have a problems either, I followed the reviews and tried two apps and stayed with one even paying for the premium version...
mobile networks will mostly throttle p2p traffic as it needs loads of bandwidth. T-Mobile told me directly that it costs them too much.
a network that doesn't restrict and a client that can disguise traffic should see you with decent speeds. * +
