There is absolutely no settings for Smart Cleaning. It's just there. You can't exclude the download folder. * +

go into settings/apps/all apps and find the smart clean app and disable it.
I can't help thinking there must be some kind of user error involved here, because no manufacturer would release a fone that deletes downloads by default without even asking your permission. the net should be full of complaints if that's the case.... * +

I have even decided to check LG G3 XDA General forum as well as Q and A/Troubleshooting forum, I'm not seeing anything about Smart Clean, in the 1st 3 pages, where one would find very popular topics.
