my old gingerbread had wifi hotspot. read somewhere all androids phones have these options there just hidden.

look up the make an model online. there is a few really good review sites.

believe all phones today are at lest 3g an probably half of those are 4g * +

I bought a Huawei Ascend G526 4G that was on special. Got it for 89 bucks here in Australia.
Awesome phone for the price. Plus it's capable of 4G.
And yes it can do hotspotting :)
Probably the cheapest 4G android out there. *
