could be an issue relating to the microphones. as you know, the S4 has two, one on each end. the case may be that the upper mic is picking up sound from the earpiece. try lowering earpiece volume. * +

is this on every call regardless of network or whether a mobile or landline...?
if it's not, then it's not you but them.. * +

this is a common phenomena, if reducing earpeace volume doesnt help, and if it doesnt happen all the time its a network issue. At one time it was common on vodafone, or if you phoned someone on that network, quite why I havnt got a clue. All I know is that when it happens its dam irritating cos you can hear yourself talking sometimes. * +

it can also happen to people with large ears; the sound from the earpiece reverberates, the echo is then picked up by the microphone. Gary Lineker said in an interview that he wouldn't own a mobile phone for that reason, condemning manufacturers for discriminating against the big eared. In Mickey Mouse Clubhouse, Professor Ludwig Von Drake was able to develop a larger phone which fixed the problem for Mickey and Minnie, however, he was unable to filter the noise generated by Clarabelle's bell. *
