obviously flashing custom Roms is out of the question. but can you do pretty much everything else if you dont have pc access ? rooting in particular ? * +

yep, you can root ya phone without PC and u can flash custom roms as well... just install a custom recovery * +

Erm I would say no.. Correct me if I'm wrong but eg the HTC phones need pc to get root. On my s2 I also had to do it on my pc with odin, so I could get root access, but maybe there is also another way. But for Roms you don't need a pc :-) * +

I flashed a custom recovery over stock recovery then flashed a root.img then after I had root I flashed custom rom over stock rom, wipe data, wipe cache, reboot... don't know about HTC phone thou I've never had one. * +

actually some custom roms, if not all come with root pre-installed so just flash a custom rom and you'll have root. * +

It depends what Android you have, but with most of them in my experience, you need a PC to root, after that? Yep, you wont need a PC, custom ROMs dont require a pc, as when you root CMW recovery is installed and it allows backing up and interchanging ROMs, kernels, modems etc... * +
