A Professional swimmer has said that someone wearing the clothing she had been wearing could easily be in serious trouble should she have fallen into even a shallow river.
Maybe bumped her head,clothes become soaked,your weight increases,shock of cold water..etc.

Most likely scenario - she was walking by the river, texting on her phone - slipped, dropped the phone, and fell in. Thickly dressed due to the cold weather, has no strength in the icy water, carried downstream, and is currently tangled in weeds and mud somewhere. * +

taking someone's phone even if for a short while to move it would be a bad idea as it would log it's movement in cell tower pings.
