not sure what it's like there but here they want you officially linked to your address by bank accounts and utility bills, being registered to vote etc.

without that stuff you'll get rejected which makes your credit rating worse everytime it happens.
if it's a card with your bank they can see whether you're getting any income to be able to pay them back.
you probably have consumer groups you can ask for advice. * +
