On the other hand, there needs to be a certain amount of parental responsibility as well. Don't leave your kids unsupervised around potentially dangerous dogs.

In conclusion then, if the dog owners kept their dogs under control and the parents kept their kids under control, there shouldn't be any problems.

So in other words put the children in cages too? I don't know if you understand how a child's mind works, but when I was a young being told not to do something generally made me more inquisitive and likely to attempt whatever it was behind my parents back... *
