To simplify FLAC is like PNG (Lossless) and MP3 is like JPG (lossy). You can alter the size with compression of FLAC. You can also alter size of MP3 by changing the encoding bit rates etc. For example VBR V0 (Variable Bit Rate) is the best if you want to shave off those loose bits and have the highest quality vs good size ratio. * +

You should never go below CBR 320Kbps (and VBR V0) when making encodes. Only exception would be targeting a specific size like the limit here on prodigits, which is 3MB when writing this. * +
