And the definition for what constitutes free speech changes as society evolves to assess what best reflects the principles and morals of its society. I was thinking more about the west; especially the UK and the USA when I came up with that.
Like Marital r*pe wasn't even considered r*pe under the English law until the 90's. Society may have thought differently then; but it certainly changed its thinking and this was reflected in law.

The US population never accepted gay marriage until after the Supreme Court decision. Even arch Democrats like Hillary and Obama were against it. That's an example of government changing society in the West. * +

As long as the definition becomes more individual centric over time as is the case with all enlightened societies and we don't go backwards into collectivism and the majority of society deciding on morals. * +

But on the other hand; the English courts did abolish slavery even against the will of a large group of merchants. So there's total truth in saying that we aren't always right. We're probably more wrong than we are right. * +
