It could be that your ISP (Internet service provider) has some sort of connection to these countries, possibly it is somewhat based there. I might be wrong though. That's how I see it when the same happens to me. * +

if you use opera max to save data it sets up a VPN and all your phones traffic goes throu that, it may be the VPN is located in norway. * +

Opera is based in Norway and that is where all their servers are at. So that is why the browser uses Norwegian IPNs instead of your phones IPN. That is known as VIPN or Virtual IPN.
