It seems it was approved initially and then banned but not everywhere and is still allowed in some countries. It appears to still be available online. It's basically alcohol that is trapped inside sugar crystals through a complicated chemical process known as micro-encapsulation, the dry powdered sugar crystals just need to be dissolved in a liquid to free the alcohol within. * +

Half a cup of powdered alco-sugar makes one alcoholic beverage, I don't know how well you can hold your alcohol but it seems you'll probably need to snort several cups full of powder to get drunk off it. * +
