Not really, its the same reason motorcyclists are asked to remove their helmet when going indoors. Also the same reason why people dont walk about everywhere wearing balaclavas, as the EDL found out because they used to wear them on purpose and the police always asked them to remove them

And the same argument applies..people intent on badness are not going to remove their helmets just because a little sign said so ...not where a balaclava just because the law says so ....it's just a pain for law abiding citizens * +

Could easily wear sunglasses,cap..even a false moustache if you really wanted to speed and deny it was you driving.

Most speed camera's take a pic of the rear of the car so any disguise is a waste of time.
If ur gonna deny u were the driver u have to point the finger at who was at the time. *
